In Admin under work location for Stop TB service line unable to edit locations:

Steps to Replicate issue:

1. Create a new User
2. Navigate to work location section
3. select User, serviceline = "Stop TB", Role and location up Village
4. Submit
5.  Now edit the User location
6. unable select Role & location

Expected Behavior: 

Admin should able to edit all fields serviceline = "Stop TB", Role and location up Village

Actual Behavior:

unable view previous values and edit Role & location
