Multiple roles are created in cross admin, Roles created are showing in another admin

Steps to Replicate Issue:
1. Add a New State to any serviceline from super admin

2. In Provider Admin, go to Roles Master
3. Select  State and serviceline

4. Add Roles and Save
Expected:
Add New Roles should in the screen under above State and serviceline

Actual Beahaviour:
Add New Roles are not shown in the current Admin , instead it is showing in another Admin roles list as duplicate roles.
