Work location mapping intermittently not updating for existing users

• Log in to the admin URL with valid credentials
• Edit and update the old user in the work location mapping
• Edit an existing (old) user.
• Assign a new Block and Village.
• Save/Update the changes.

Expected Result:

• The user should always be mapped correctly to the newly assigned block and village.

Actual Result:

• The mapping updates correctly in some cases.
• In other cases, the user is not mapped to the newly assigned block and village.
• The behavior is inconsistent and intermittent.

Impact:

• Incorrect work location mapping for users, which may lead to data inconsistency or operational issues.
