The ECD data upload for Mother and Child records is behaving inconsistently. The system sometimes accepts the upload but fails to accept the same data at other times. This functionality was working correctly two days ago, but the issue started occurring today, indicating a possible regression.

Steps to Reproduce:

1. Log in using Supervisor credentials (ecdsupervisor).
2. Navigate to the ECD Data Upload section.
3. Select Mother or Child record data for upload.
4. Initiate the upload process.
5. Observe whether the upload is accepted or rejected.
6. Repeat the process multiple times.

Expected Result:
Valid Mother and Child record data should be uploaded consistently without intermittent failures.

Actual Result:
The upload succeeds occasionally but fails during other attempts, even with the same data.
