Create CBAC Get Details API for Downsync

      We need to implement a new API to fetch CBAC details for downsync. This API will allow the mobile application to download already submitted CBAC records from the server and keep the local database in sync.

      • API should return CBAC details for a given patient.
      • Response should include all required fields (patient ID, CBAC round, screening details, created/updated timestamps, etc.).
      • API should support pagination or last-synced timestamp filter to optimize data transfer.
      • API should be optimized for mobile downsync (lightweight, minimal payload).
