As a provider admin, I want to enable the display of a doctor's signature on the consultation sheet in the MMU system, so that the signature appears on printed or exported consultation documents. Additionally, there should be an admin section to upload and manage doctor signatures (for all service line) with options to activate or deactivate them.
Acceptance Criteria:

• A doctor's signature should appear on the consultation sheet if it is uploaded and marked as Active.
• Admin should be able to get below in Signature Section:
• • Upload a signature image for a doctor (PNG/JPG format).
  • View a list of all uploaded signatures.
  • See status (Active/Inactive) of each signature.
  • Activate/Deactivate a signature.
• Only one active signature should be allowed per doctor at any given time.
• If no active signature exists for a doctor, the signature section should not be shown on the consultation sheet.
• Validations must be same as current (e.g., file type, size limit).
