Step to reproduce

1. login into assam admin url with superadmin role
2. create a provide and do the corresponding mapping
3. Then login with newly created provider admin and try to create some role in role master

Expected Behavior- mapped service line(hwc) should come in the drop-down

Current Behavior: Mapped service line not appearing in the drop-down.
