      Issue:Cancer screening :choose file is not enabled in examination-gynecological examination

      Steps to reproduce
      Login to mmu application
      register a benificiary
      submit the nurse flow with cancer screening service
      go to doctor
      try clicking on choose file button under gynecological examination

      Expected behaviour
      User should be able to select a file

      Actual result
      Choose file button is not enabled
