Issue:
Gen opd qc:Doctor:Add button is not enabling to add multiple chief complaints

Steps to reproduce
Login to mmu application
Register a benificiary
complet the nurse flow with GenopdQc service
Go to doctor
Try clicking on add button in chief complaints

Expected behaviour:
User should be able to add multiple chief complaints

Actual result
Add button is not enabling to add multiple chief complaints
