issue :
Duplicate recods are coming in mo worklist Also clarification required for call allocation count mismatch

steps to reproduce
LAnd the call to anm
submit the quesstionaire with hrp-yes
in call closure screen select call disconnected -yes
click on submit

Expected behaviour
Record has to move in MO worklist as HRP is "True",but duplcate rcords should not come
