      Description:SMS type dropdown is not loading in create template

      Steps to reproduce:
      Login to ecd as supervisor
      Go to sms template
      click on create template

      Expected behaviour:
      Data should load for sms type dropdown

      Actual behaviour:
      On clicking on sms type dropdown ,no data is loading
