Created Alerts/Notifications?Location messages are not reflecting on respective dashboards

Steps to reproduce
Login to ecd as supervisor
Create alerts/notofication/location mesages for any role
Login with that role and check for created alert/notofication/location msg

expected behaviour:
Created alerts/notofications/location msgs should reflect on respective user dashboards

Actual user
Created alerts/notification/loc msgs are not reflecting on user dashboards.
