There is an issue in the Supervisor Module of the 104 Application where we are unable to download Beneficiary Reports from the Report Section.

Steps to Reproduce:

1. Log into the 104 application as a supervisor.

1. Navigate to the Reports section.

1. Attempt to download a Beneficiary Report.

Expected Behavior:
The selected beneficiary report should be downloaded successfully.

Actual Behavior:
No report is downloaded, or an error occurs.
