As a User,I want to enable Do Not Disturb (DND) preferences, so that I can control the communication I receive from the 104 service.

Acceptance Criteria:

DND Activation:

Users should have the option to activate DND preferences via the 104 platform or app.
Options should allow users to specify the type of communication to block (e.g., calls, SMS, or both).

DND Confirmation:

Upon activation, users should receive a confirmation message with details of their selected
DND preferences.

Communication Blocking:

When DND is enabled, no calls or messages should be sent to the user unless they deactivate the preference.
DND Management:

Users should be able to view, modify, or deactivate their DND preferences at any time through the platform.
Audit Logs:

Logs should record all user actions related to DND preferences (activation, modification, and deactivation) for compliance and tracking.
