Description:
In the 104 HAO screen:

• When attempting to send an SMS to the Beneficiary on the first attempt, the SMS fails to send.
• The same issue persists when the Beneficiary calls for the second time; the SMS is not sent to either the Beneficiary's number or the Alternate number.

Steps to Reproduce:

• Navigate to the 104 HAO screen.
• Attempt to send an SMS to the Beneficiary during the first call attempt.
• Observe that the SMS is not sent.
• Repeat the process for the Beneficiary's second call attempt and observe the behavior again.

Expected Behavior:
The SMS should be successfully sent to the Beneficiary and the Alternate number on the first attempt. It should function properly during subsequent calls as well.

Actual Behavior:
The SMS is not sent to the Beneficiary or the Alternate number on both the first and second call attempts.
