Description:
In the BP (Blood Pressure) section under Vitals, the Systolic and Diastolic fields are displayed upfront during New Registration, even before data entry begins. Ideally, these fields should only appear when the user starts entering the data to maintain consistency and avoid confusion. Displaying these fields early makes the section appear incomplete without input.

Steps to Reproduce:

• Log in to the application and navigate to the New Registration process.
• Proceed to the Vitals section.
• Go to the BP (Blood Pressure) subsection.
• Observe that the Systolic and Diastolic fields are visible by default.

Expected Behavior:
The Systolic and Diastolic fields should only appear when the user begins data entry in the BP section.

Actual Behavior:
The Systolic and Diastolic fields are displayed upfront, even before any data entry begins.
